Turkish By Law on Registration, Evaluation, Authorization and Restriction of Chemicals, KKDIK was published by the Ministry of Environment and Urbanization and Climate Change (MoEUCC) on June 23, 2017 and entered into force. KKDIK is a comprehensive and complex regulation that aims to maximize the protection of human health and the environment from the adverse effects of chemicals.

Within the scope of KKDIK regulation, substances/monomers put on the Turkish market, either on their own or in a mixture/polymer, in quantities of 1 ton or more per year are subject to KKDIK registration, unless there is a special exemption.

A manufacturer located outside of Turkey can carry out registration procedures through an Only Representative located in Turkey in accordance with Article 9 of the KKDIK Regulation. It is inevitable that companies located outside Turkey or Turkish companies will need the consultancy and representation services of specialized and technically competent institutions in order to comply with the regulation. In this context, considering the technical and legal obligations, the decision to be taken on this long-term cooperation within the framework of mutual trust is very critical.

Within the scope of KKDIK Regulation, the Chemical Safety Report (CSR) must be prepared and signed by a certified authorized person. Likewise, after 31.12.2023, as per Article 27 of KKDIK Regulation, Safety Data Sheets (SDS) must be prepared according to Annex II of KKDIK by Chemical Assessment Experts certified in accordance with Annex XVIII. According to the Regulation Amending KKDIKpublished by the MoEUCC in the Official Gazette dated December 23, 2023 and numbered 32408, the final registration dates are as follows;

  • 31/12/2026
    • Substances ≥ 1000 t/y
    • Substances ≥ 100 t/y with Aquatic Acute 1 and Aquatic Chronic 1 (H400, H410) hazard categories.
    • Substances ≥ 1 t/y with Carcinogenic, Mutagenic, and Reprotoxic Category 1A and 1B hazard categories (H340, H350 & H360).
  • 31/12/2028
    • Substances ≥ 100 t/y
  • 31/12/2030
    • Substances ≥ 1 t/y
